If you listen really carefully, when Alex leans in to get Bella, he whispers "come here". Then whispers something else to her after she snaps at him...I couldn't tell what it was, but I like to think that he was telling Bella that he'd get even and that's why he laughed before he whispered it to her.

Bella's going to be primed and ready for when Elena starts to crawl after spending so much time around Alex. Aren't you excited Hanna? Alex is breaking Bella in for you.
